As you know, one of my top priorities is addressing the housing and homelessness challenge facing our county. One of the major pillars of our strategy is to develop 900 affordable housing units by 2030, with an emphasis on the senior population and underserved communities.
Clackamas County is making real, measurable progress toward this priority with 968 affordable housing units either complete or scheduled for completion in the near future.
I have closely monitored the work of the Affordable Housing Implementation Team, which has been meeting monthly and driving a focused, results-oriented strategy. And those efforts are paying off
Several projects are already complete and welcoming residents. Vuela, a 121-unit community, is now leasing. In Milwaukie, the Short Stack development has delivered 15 new homes, with families already beginning to purchase and move in. At Hillside Park Phase 1, 100 units are complete and leasing, with additional phases coming online this spring.
At the same time, multiple projects are actively under construction, including El Nido (55 units) and Clackamas Heights (200 units). Even more are in the pipeline, such as Hillside Park Phase 2 and future phases that will expand both rental and homeownership opportunities.
In total, these short-term projects alone will deliver 968 affordable housing units—already exceeding the County’s 2030 goal.
Beyond construction, the County is also taking a thoughtful, long-term approach. Work is underway to identify underserved areas, expand senior housing options, and preserve existing affordable units that may be at risk of expiring. A countywide communication strategy is also in development to better connect residents with available housing resources.
This is what progress looks like: clear goals, strong coordination, and tangible results. Clackamas County isn’t just talking about affordable housing—it’s delivering it.
